Even insane dictators have their supporters. No one can rule a country for four decades without the consent of the governed.

BTW. You may have noticed that each time the leader of Libya appears in the press, no two news outlets spell his name the same: Qaddafi, Qadhafi, Kaddafi, Gadhafi or Gaddafi. The problem is that the Colonel has only written his name in Arabic and there is no universally accepted translation for Arabic names.
